I live at the top of a long and steep hill (Probably 3/4 mile, 1 in 10). Would a scooter be up to the job? I assume one of the bigger ones might? Anyone got any practical experience please? I guess there are two issues, braking on the way down, motor/battery capability / endurance on the way back up?

Hi Paul,
It depends on the terrain. If pavement ,it should be fine. Most scooters brake by releasing the accelerater arm.
Usually on the right and the other side (left) for reversing.
Any good mobility outlet expect you to have a go where you live, especially if you have sensible concerns.
